Okay...here's the Old Indian Wax Trick. Heat the pulley up with a propane torch. Don't try to get it red hot...just too hot to touch. Now rub a wax candle around the shaft. The hot wax will creep down the bore and help break the rust. Let it cool a bit. Some light tapping with a hammer on the flat side of the pulley will help too.
