Two cycle flooding

Tank drained lined flushed. Belt drive impeller does turn free I guess timing is next, Thanks to all will let you know what I find.

The only thing that can change ignition timing physically is the flywheel to crankshaft timing. The ignition coil should be mounted in a fixed position with it being triggered magnetically and electronically controlled @ 5 degrees BTDC (Retarded) until rpms are above 800 then it switches to 25 degrees BTDC.

Update after sitting a day started right up, ran a little and noticed gas still pools on the cylinder lip of the exhaust port. prior to this did use torch to dry cylinder must have over loaded in the block just not sure.
