Beore you spend any time or money on it, make sure it has oil in it, put a little gas in the cylinder, and try it. It it fires on that, good, take it from there, with an oil change and whatever else it needs.
If it doesn't, see if it has spark and compression. Spark shouldn't be too hard to restore, but compression could be, depending on what's wrong.
Once you know it wants to run, then you can rebuild the carb, clean the gas tank, etc.
