Model: 90702 Type: 3081-01 Code: 88103102 I rebuilt the carb, engine will start and idle. I can open the throttle to wide open by hand, RPMs goes up just a few (by ear) air vane is free and working good. Lots of gas coming into carb, running with filter off quite a bit sprays to air. Engine is loading up. Govenor spring has been checked and recheck its the correct 1. After running for about 2 minutes I noteiced a drops of oil and gas leaking from some place on cylinder head. Done compression check 115 pounds after 3 pullls.

What would keep the RPMs down.

check your flywheel key - even just a .001" shear will do the trick.

Sounds like a plugged muffler or exhaust valve problem. Your wording is not clear but I gather that it is spraying fuel out the carb throat? Remove the muffler and see if it runs better.

Just to update, I removed the head, installed new head gasket torqued bolts. It starts now on 3rd pull RMS increased by about 300. Yes spraying fuel out the throat still. But now it runs for about 10-20 seconds and starts loading up...black smoke starts puffing from the muffler.

Head gasket stopped the oil/gas dripping.

Will remove the muffler and check it out.

Check the flywheel key.

Had 6 pushmowers last year that did *exactly* the same thing yours is doing, it was a partly sheared flywheel key.

Did you use the correct carb kit? The reason for the question is this engine spec had two different kit available. One (Walbro LMS-13) with a rubber tip needle valve and one with a all metal needle valve with rubber seat which the seat must be install with the groove facing the carburetor away from the needle valve.

Excessive spray out the carb to me indicates to me poor sealing intake valve. Perhaps lack of valve clearance which decreases further as engine warms up.
