If it is very cold the compressor oil might be to heavy too. I know the electric compressor of mine don't like it below freezing. It will trip one of the 20amp breakers during this time on a fairly regular basis. I just haven't got around the changing to the winter weather oil. Anyway way I looking a 60-80 gal unit to replace it.
The throttle down is probably done by air solenoid pressure by putting the carburetor linkages in idle position while to air pressure is at full pressure and at a preset low pressure goes back to full throttle until maxed again. If it has been working fine until lately the idle passages in the carburetor could have clogged back up with trash. The question here is will it idle without a load on the engine?
We go will through some other troubleshooting ideas when you get around to working on the unit but for it will be nothing just guess work... This will us keep our train thoughts together easier.
