I am working on a Cub Cadet riding mower with a 46" deck. Cub Cadet LTX1045 Model 13RX91AT056. When the blades are engaged it vibrates a lot. I know there are many things that can cause this, including loose or out of balance blades, but this unit has been worked on and somewhat modified. The idler pulley on top left side sits at an angle with respect to the blade spindle pulley next to it. The mount for the idler pulley has been re-welded onto the deck, and is not parallel with the top of the deck. My question is, should the top of the idler pulley mount, and therefore the idler pulley, be parallel with the spindle pulley?

Yes. If you put a small level/angle finder across the top of the pulleys, they all should be on the same bubble, give or take a bit. Of course, you're gonna have some wear/slop to the idler/s, but it shouldn't be way pronounced. Somebody prolly muffed up the repair/weld job.
