If this is a brand new piece of equipment with a warranty, why not bring it back and exchange it?

I can take a brand new engine and leave it sit with gas in it for a few months and have it never start. Carbs don't go bad from running...they go bad from SITTING !!!! A new $21 or $28 float valve may or may NOT fix it. Did you look at the IPL???? :roll:

By not reading the whole thread just the last part. :roll:

The number of hours isn't always the only factor. The equipment age can be a factor too and you did mention that it is over 3 years old. With the fuel that are used nowadays damage can occur from just sitting idled especially rubber parts. In your case the needle has a rubber tip. The suggestion of a new carburetor is a good one since they are very cost effective especially when you consider the time spent trying fix the one you have.

WOW. That's crazy for a seat. Why do they put rubber in them? this is the first time I see that.

I found a little more on the engine model given it is a Pre-1997 GC190A QHAD ENGINE according to one of my suppliers that has access to the year of manufacture data.

Needle pn 16155ZL8013 18.00+USD. Costs more than the replacement carburetor.

Haven't worked carburetors long have you?

Rubber tip needle valves have been around a very long time. With these needle valves the matching seat is usually a metal one seat. Solid metal needle are used but the there is usually a rubber insert in the seat. It all about a good seal in a high vibration environment.
