If you notice I said afterwards. Personally I use Dawn and water solution. Sometimes I use a 5% white vinegar solution to remove the rust and corrosion and then re-clean in my soap/water solution. The soap/water mix is safe until you use it. The soap/water solution becomes contaminated with oils, fuel, ethanol, fuel stabilizers, fuel additives, aluminum, brass, grease, and whatever else the carburetor becomes exposed to while it was in operation. Hazard level is low enough that the solution is safely to disposed in my area land fill for now. If the EPA changes the rules here then that might not be possible anymore.

Yes the aluminum and brass actually does contaminate the solution. Shine a good strong light into the solution while the cleaner is operating and you will see very tiny flakes floating around in it. Here I use a led flashlight to check the cleaning progress with in operation.

Hope this might explain why I consider the used solution as a low level hazardous waste item.
