I have read that Small block Chevy lifters will work in a Command Twin is this true. I would rather spend a couple bucks rather then $20. It's a Model CH20S, Spec 64510, S/N 3319007311.

If you mean the hydraulic lifters - no.

About 20 years ago, I attended the annual Kohler update training. The Instructor spoke about the Kohler hydraulic lifters and stated the Lifters were purchased from GM. He further stated Kohler could not design and manufacture any better lifter at a lower price, so these were acquired from an existing manufacturer.

I don't know of any way to verify the accuracy of this information. If this is true, I don't know if the lifters were modified to meet Kohler specs.

hydraulic lifters are not something that engine manufacturers make, theres a handfull of lifter manufacturers both offshore and domestic. allot of engines that have hyd. lifters use lifters borrowed from an already produced engine and spec, usually automotive. that said, if you measure the lifter body, the oil feed hole and the cup hole, call one of the manufacturers, they'll tell you exactly the part number and application. nothing new for mass produced lifters to be used by small engine manufacturers.
