Troybuilt Carb / Spring linkage correct?

Howdy. I recieved a friends troybuilt 22" mower after my old Toro threw a rod. Here are the engine details.

Model - 12a- 264E765 64200
Briggs 4.5 hp engine

There are a few problems with this engine.

1- Someone must have stepped on the gas tank cuz there is a crack that goes across the top of the tank. It still holds gas, but some does splash out when running. This is a temp mower until I get a new one. Is there any way to patch up the tank?

Carb linkage- The carb linkage springs do not look correct. there is no tension on the springs at all. and the throttle lever revs pretty high even at the lowest setting.
Can someone verify the springs / linkage / throttle body layout for me?

Without the engine numbers it go to be a little harder to determine your engine setup.

But from IPL of the mower body and handle it is a single speed engine setup...otherwords no throttle control and the one at the carburetor has little effect as setup.

I don't try to repair these tanks and I only replace them but others may give some ideas on this.

1) Linkage and springs are hooked up correctly.
2) Pull the blower housing and check the cooling fins and the air vane - if cooling fins are plugged with a mouse nest, the governor won't work right, resulting in your high revving engine
3) Looks like someone tried to rev it up by bending the governed idle spring bracket (the smaller spring) which is gonna hold the throttle open despite the governor
4) at rest, the springs have little tension to them, if any.
5) Engine model numbers will be found after you remove the plastic trim shroud and look on the blower housing over the head bolts or over the exhaust area , stamped in the blower housing. The trim is covering/hiding it, but as I mentioned you wanna remove the blower housing and check for mouse nest or plugged cooling fins, and while at it make sure the air vane moves freely.

I will bend the idle spring bracket back and check out under the cowling..

I have had good results with using Epoxy ( Epoxo-88 ), any good two part should work. But yer gonna have to really clean around the crack, and then rough the area up! If done right, should hold up for quite a long time.
