I've run across the same thing with the plastic tip. I just remove it. The needle on the solenoid isn't big enough without the tip to stop the flow of fuel.

Installed new carb does same thing. Going to drain tank, check for flow, change filter see what happens next.

How long has it been since the valves were adjusted. As the engine warms up the OHV engine get tighter.

True that valve clearance close up some as the engine heats up but the OHV engine valve clearance would open up from wear of the push rod and rocker arm over time and clearance would actually be greater if not adjusted in a long time. I have seen OHV engine with so much wear in the valve train that push rods actually fall out.

This is the opposite with L-head engines where these clearances can reduce to zero from wear of the valve face and seat leading to valves not seating fully.

Glad you found it too. Just make go ahead and check the other tank too if the 2005 Land Pride Razor 44 IPL I have here is correct. There is no mention of this filter in the IPL. I will make a note on my copy of the IPL

Fuel fitting has nut on outside so tank needs unbolted from unit. Then shake out fitting, hook wire to fitting, fish wire through fuel fill and then pull fitting through hole in bottom of tank. Worked good for me. Thanks for the help.
