Download the Single Cylinder OHV service manual from the download forum (Briggs manual topic) and it will have the info you need on how to adjust and to what specs. It will pop-up in view mode and you select download arrow from there at the top of the screen.

The other tools are basic tools a good set of feeler gauges, a set sockets, a few wrenches, and either the valve cover gaskets or RTV depending on the engine in question. And yes those feelers linked are okay to use, I use set very similar here.
