With a little patience and attention to detail, one can dismantle, clean and reassemble these carburetors quite effectively. However, depending on what you feel your time is worth, a complete new carburetor (part # 951-10974A) retails for less than $56.00 through

As for the starter, again, check to see the bendix drive isn't rusted or gummed up with sticky grease. WD-40 also leaves a sticky residue that tends to bind things up so should be avoided, use something like PB blaster or Deep Creep instead. Hope this helps,
