It runs ok at high rpms but a bit slugish. Runs good enough to cut as long as I don't put too much pressure on the bar against the wood. The problems is mostly at starting. choke for first pull and it will fire but not start. no choke for second and many more pulls and it will sometime start other times no go. No matter how many times I prime the bulb it seems to have no effect. Air bubbles in the primer bulb, is this normal. Plug dry upon inspection.

No effect on what?? All the "primer bulb" does is suck/move the fuel from the tank,
thru the carb and return the fuel to the tank. Its main function is to
purge the old fuel from the carbs metering chamber and introducing fresh fuel to the system. It is correctly called a
purge bulb, but is commonly called a "primer", same, same.
Now, having a constant stream of air bubbles is not normal and indicates either a hole/leak in the fuel line feeding the carb, an air leak in the hose coming from the carb to the primer ( if a remote bulb, which is what yer saw has) or the carb has a leak in it somewhere, could be the diaphragm, or more commonly, a leaky main nozzle check valve. Nowadays the hoses/lines tend to deteriorate pretty quickly, so check em'.
Get that squared away and then you can try adjusting the carb. I'm thinkin' you need the " spline" type tool on that unit.
