I had the same problem on a Rally mower 14.5 ohv briggs.
A sticky valve , I added seafoam to the gas to elimate the sticky valve problem.

The mower would run great at slow speed, but when I ran it on high it would surge about 15 feet .
I cleaned this carb in an ultrasonic cleaner after pulling the jet screws out and it still did not help. I also put new seat and needle in it.
My question is the a real good on site for buying carbs walbro and nikki at the lowest price.
