I had the same problem on a Rally mower 14.5 ohv briggs.
A sticky valve , I added seafoam to the gas to elimate the sticky valve problem.

The mower would run great at slow speed, but when I ran it on high it would surge about 15 feet .
I cleaned this carb in an ultrasonic cleaner after pulling the jet screws out and it still did not help. I also put new seat and needle in it.

My question is the a real good on site for buying carbs walbro and nikki at the lowest price.

Lowest Price = Not always the best buy.. keep that in mind - you DO get what you pay for.
Ive seen carbs listed on Amazon supposed to be brand new genuine OEM, and the price was BELOW dealer cost... but then it could be a fake copy, it could be a "new old stock" it could be reconditioned, warranty rejects, etc. You won't find many dealers willing to sell a new, guaranteed carburetor for a few cents over what it costs them... and those that do, won't be in business very long.

I use E-bay a lot, as well as Amazon. Hey, you can get a good deal from either site, especially when you figure in FREE shipping and no sales tax! You just have use ( dare I say it) common sense, is all. PAY ATTENTION to the description, not just the photo!!! It's the description that counts!
I have only had one problem with an E-bay vendor, place called Mowandsnow out of Chicagoland. He sells a lot of like new take-off parts. The muffler he sent me ( including the shoulder bolts) was in excellent like new condition, just the wrong one from the description.Got my money back, AND kept the muffler! Would even use him again I reckon.
Aftermarket parts can be just as good as the oem in many applications. WE ALL HAVE USED BOOTLEG AFTERMARKET PARTS, SOME EVEN SELL EM'! I have no problem using aftermarket, BUT, as I said ya gotta pay attention to the details!!
As an afterthought, its been my experience that a lot of the bootleg carb kits ain't worth the money. In fact, if you shop around you can usually get an oem kit almost as cheap. Or just get the few individual oem parts needed , is what I and others do.

To satisfy the M.I.B. you wanna set the RPM at 3,298 rpm. The engine is designed to and will run all day at 3600 or so ( try keeping up with that with your personal pace! )

I usually set the speed a tad higher than the chart.

Uhh...don't much matter if it's a Briggs we're dealin' with...why would it?? Don't matter if it's a Honda, Subaru/Robin, Tecumseh, small block Chebby, or bootleg clone! It's a 22' consumer mower, and that's all that really matters as far as the M.I.B. are concerned! For the best quality of cut you want the max RPM you can get, but of course, some have to deal with the constraints the M.I.B. hobbles us with.
I really don't know where you came up with the top no-load of 2900 rpm? Briggs usually defers rpm figures to the MFG. and Toro aint sayin'. So I stand by my figure of 3295 RPM tops.
I feel confident the OPs engine will run all day long at 3295, with no problem.
