Somebody trimmed that with tin snips. But as KE4 mentioned, that carb does not belong to that engine model, so it has been jury rigged at some point in the past to fit up - But your carburetor set up with that butterfly , does require a separate choke control.
- I know of no way to convert those butterfly valve chokes to "Auto" choke (technically, semi-automatic wherein the throttle control is moved past a certain point which then engages the choke) - Have never seen one set up that way.
But your choke linkage you show in the earlier photos is to hook to a manually operated choke control, that should in theory mount in PLACE OF the above cover plate, which as I mentioned has been trimmed away, and is likely for the ORIGINAL engine, BUT the carburetor is NOT original to that engine, meaning that carburetor never had choke hooked up right to begin with.
